AT&T Balloon Test Notice East Montpelier VT
New Cingular Wireless PCS, LLC (“AT&T”) is exploring the siting of a 140’ monopole telecommunications tower at 750 Jacobs Road in order to improve wireless services in East Montpelier, for AT&T customers as well as for first responders subscribing to FirstNet. To determine the suitability of the proposed location, Virtual Site Simulations (“VSS”) will be conducting a balloon test at the property in order to evaluate potential visual impacts and prepare photographic simulations that will be included in the permitting documentation, in the event the project moves forward.
At the present time, a balloon test is planned for Tuesday, September 8, 2020, with a backup date of Wednesday, September 9, 2020. A balloon will be flown at a height of 140’, with the bottom of the balloon signifying the 140’ aboveground level elevation. The purpose is to establish a point of reference in order to produce photo simulations documenting the project’s visibility, based on areas of predicted visibility as shown on the viewshed map below. (The tower location is shown as the black dot on the parcel map.) The balloon will be flown from roughly 9am until noon, which time period may be shortened or lengthened depending on weather conditions.
Due to the varying weather conditions that can affect the validity of the test, the date may shifted to ensure valid conditions. Please check for up-to-date status information on the test date by checking this website.
Please note that no permitting process has been commenced at this time; however, as an adjoining landowner / municipality, you will receive notice if the project moves forward. AT&T will supply photographic simulations as part of the certificate of public good process before the Public Utility Commission pursuant to 30 V.S.A. 248a.
